Location: Durres, Albania
The Peace Volunteering Network (PVN) is seeking two experienced trainers to design and deliver a 2-day on-site capacity-building and networking training for approximately 23 representatives from municipalities, local civil society organizations, and private companies.
The training aims to equip these stakeholders with the knowledge and tools to effectively support youth entrepreneurship, facilitate procedures, and encourage youth toward economic empowerment within the framework of the “Inclusive EcoSystem for Youth Entrepreneurship” project.Required Expertise:
- Supporting youth economic empowerment initiatives.
- Developing and facilitating multi-stakeholder collaboration (Public-Private-Civil Society).
- Advocacy for inclusive youth policies and practices.
- Understanding of the Albanian youth and entrepreneurial ecosystem.

The “Inclusive EcoSystem for Youth Entrepreneurship” project, implemented by PVN, aims to foster youth entrepreneurship by empowering young people and engaging key local stakeholders—municipalities, local NGOs, and the private sector—in creating a supportive, inclusive, and sustainable ecosystem for youth-led ventures.
This training is part of Activity 2.1: Training for municipalities, NGOs and private sector, which is a core part of Specific Objective 2 (SO 2): Creating an Inclusive and Collaborative Multi Stakeholder Ecosystem for Youth Entrepreneurship.2. Training Objectives
The main objective is to develop the capacities of the participating stakeholders to be more responsive and inclusive in their support for youth entrepreneurship.
The trainers will aim to achieve the following specific objectives:
- Capacitate Stakeholders: Enhance knowledge and skills of participants on how to support young people, facilitate procedures, and encourage youth toward economic empowerment.
- Foster Networking: Create a space for participants to network and build collaborative relationships among municipalities, NGOs, and the private sector.
- Promote Inclusive Practices: Advocate for and integrate inclusive policies and practices regarding youth entrepreneurship, volunteering, and internships within their respective institutions.
- Scope of Work and Deliverables
Two trainers are required for the delivery of the 2-day on-site training.

Expected Deliverables:
- A detailed training agenda and methodology for the 2-day session, including content and materials (to be developed in consultation with PVN).
- Delivery of the 2-day on-site training (January 22-23 , 2026).
- Facilitation support for the roundtable between youth and stakeholders (Activity 2.2).
- A brief final report on the training, including feedback and recommendations for follow-up activities.

- Training Period: The 2-day training and facilitation of the roundtable are scheduled to take place between January 22- 23, 2026.
- Location: Durres, Albania.
- Commitment: This ToR is for a total of 3 engagement days per trainer
- Trainer Qualifications
- Proven experience (minimum 7 years) in training, capacity building, and consulting for public institutions, civil society, and/or the private sector in Albania.
- Demonstrated expertise in one or more of the following: youth empowerment, local economic development, SME/start-up support, public-private-CSO partnership, and/or local advocacy/policy development.
- Excellent facilitation, communication, and interpersonal skills.

The project budget contains an item for trainers’ fees: 150 euros per day x 3 days. Travel and accommodation costs for the training will be covered by the project
